In the month of February this year, there had been a series of high level meetings between the two Koreas that had resulted in the long awaited reunion events for the separated families of the two Koreas. Although, needless to say, it was a small step, regardless it gave a welcome relief and hope to those Koreans in both North and South who are ardently waiting for the steps toward peace and re-unification of the peninsula,   

While this significant positive development in the tension-prone Korean peninsula was hailed and welcomed by the international communities,  U.S. however,  occasioned it with a beginning of a joint military maneuvers, called; “Key Resolve” and  “ Foal Eagle” And in an effort to avoid condemnation by the world, it started pointing accusatory fingers  at DPRK; using such terms as “provocations”,  “threats”, etc. 

Firstly, under these circumstances, the DPRK is almost obliged to offer clear explanation on its efforts and intentions to achieve improved relationship between the two Koreas for the eventual goal towards the peace and security of Korean peninsula. 

In his New Year’s address, our Supreme Leader had expressed his ardent desire and plan to realize the peace and security in the Korean peninsula for the eventual goal of re-unification of the two Koreas. This leadership was mirrored in the creation of a proposal called “Critical Proposal” by our National Defense Committee and was conveyed to South Korea in the form of an open letter in January this year. 

The “Critical Proposal” contains an offer to end immediately any policies of enmities between the two Koreas, and naturally then, ending the military actions against each other.  Subsequently, we have taken steps to cease any enmity filled propaganda or derogatory statements against South and also any military plans along the DMZ (demilitarized zone), NLL (northern limit line) as well as the neighboring so called, Five Island Sea Region, that can be construed as antagonistic. 

Furthermore, the DPRK has issued a solemn announcement denouncing any future military actions between the two Koreas especially with any foreign instigation. 

It is also noteworthy to remember that on February 5, this year, in compliance with the spirit of the “Critical Proposal”, we have completely and fully accepted the Family Reunion Proposal presented by the South Korea and the event took place successfully in full satisfaction of the South.   

These ideas and actions reflect fully the belief of DPRK that the improvement of the North-South relationship and reconciliation between the two will bring about the peace and security in the peninsula, an essential prerogative of the Korean people, whether in South or North. 

Secondly, comments will be made on the U.S. posture on our “Critical Proposal” and their surprisingly antagonistic new North Korea policy. 

In spite of our peaceful and conciliatory “Critical Proposal”, U.S. has continued and even stepped up its antagonistic Korean peninsula policy by declaring that the Proposal has had no influence on their Korea peninsula policy nor on their plan for the joint military exercises with South Korea. 

It is especially significant to note that at the very moment when the delegations from both Koreas were at a table discussing the Family Reunion Project, U.S. flew a group of its B-52 strategic bombers carrying nuclear bombs over the Korean  peninsula with clear and purposeful indication that the reconciliation is not in their policy agenda. 

Furthermore, at the very moment the Family Reunion event was taking place at the Kumgangsan Resort with outpouring of emotion of joy and sadness among separated families, a joint military exercise called “Key Resolve” was initiated by the U.S. 

At this very moment, in the West Sea of Korea close to DPRK, a flotilla of U.S. war ships, carrying various nuclear weapons; a nuclear carrier, Nimitz, a nuclear submarine, Ohio, numerous destroyers armed with nuclear tipped cruise missiles called Tomahawk, are carrying out joint military exercises with South Korean counterpart simulating military invasion of North Korea, under the code name of “Foal Eagle” 

Basically the main objective of the current U.S. North Korea policy is to antagonize our system, demolish our socialist ideology, occupy our land militarily. Therefore the issues it raises, such as, nuclear armament, human rights, etc., are all based on the realization of this ultimate objective. 

Recently, your Secretary of State, Mr. John Kerry demonized our country publicly as an “evil country” and stated that by use of “pressure and sanctions” it should be eliminated. Also, a former U.S. president Mr. Bush met with a few North Korean defectors in Seoul and calling them “heroes” indicated that our system must be destroyed! 

Isn’t  it ironic for them to define our limited missile and rocket exercises being carried out by us on our own land as “provocation”,  while they conduct a joint military exercises involving a huge manpower and a flotilla of their war ships brought clear across the ocean, at the very door step of our country, a “routine and annual”? 

Lastly, let us comment on the steps we are taking in our effort to counter the ever-worsening U.S. North Korea policy. 

The National Defense Committee of the Democratic People’s Republic of Korea has issued an “Announcement” dated March 14, 2014 for the purpose of clearly delineating our position on the face of U.S. North Korea Policy that continues to destabilize the Korean peninsula. 

 “Announcement” strongly urges U.S. policy planner to consider taking steps to re-evaluate its present North Korea policy that is clearly anachronistic, unrealistic and inconsistent with the current realities of  nuclear  North Korea, as well as its clear human right situation. 

“Announcement” also points out the futility as well as the danger of continued current U.S. North Korea policy based on political isolation, economic sanctions, and military threats, since it will eventually meet dire consequences, as DPRK will not tolerate these circumstances indefinitely. 

It serves well to remember that it was a persistent, continued and ruthless nuclear threats on us by the U.S. over more than a past half century, that eventually resulted in the nuclear deterrence capability of North Korea. Continued raising of baseless human right issue against us will have an effect of further solidifying our axis of social order composed of Leader, Party and People. 

It is important at this point in time, to draw attention to the part of “Announcement”that declares that with our recent technological achievement that has resulted in multiplicity and diversity of our nuclear weapons capabilities, it is not a concealed fact that the target of our system is the United States. 

This consequence is natural in view of the fact that the DPRK has been living under the U.S. nuclear threat since 1950 with over 1,000 of their strategic nuclear weapons placed in South Korea. 

The world must remember that our nuclear deterrence capability is neither negotiable, nor ignorable. 

If the U.S. North Korea policy is termed “strategic patience” by the current resident of the White House, DPRK will also exercise its own “patience” waiting for the time when a more reasonable, more realistic and more intelligent leader will occupy the White House. 

Lastly, it serves well for the U.S. to remember, that as long as the U.S. nuclear threat against DPRK and its people exists, The DPRK will continue to maintain and upgrade its nuclear deterrence capabilities by research, refinement and renovation in its quality, quantity as well as  its delivery technology.  Thank You.

존경하는 기자선생들,

오늘 선생들과 자리를 함께 한것은 최근 조선반도에 조성된 정세에 주의를 환기시키고 우리 공화국의 립장을 천명하기 위해서입니다.

아시다 싶이 지난 2월 조선의 북남사이에는 고위급회담이 이루어지고 흩어진 가족 및 친척상봉이 진행되였습니다.

이러한 움직임은 비록 첫걸음에 불과한것이였지만 조선반도의 긴장완화 와 화해, 통일을 향해 더 큰 걸음이 내디디여지기를 바라는 전체 조선민족 에게 희망을 주었으며 국제사회의 환영을 받았습니다.

조선반도에서 긍정적인 움직임을 놓고 국제사회가 자기 일처럼 기뻐하 며 환영하는 때에 유독 미국만은 오만하게도 긍정적인 움직임을 존중하고 합동군사연습의 포문을 여는것으로 도발해나섰습니다.

   그리고 저들에게 쏠리는 국제사회의 규탄의 시선을 피하기 위해 황당무 게한 그 누구의 《도발》 설과 《위협》 설을 대대적으로 퍼뜨리면서 조선 민주주의인민공화국을 반대하는 새로운 적대시정책에로 나가고있습니다.

   이와 관련하여

첫째로, 조선민주주의인민공화국이 북남관계를 개선하고 민족의 안전과 평화를 수호하기 위해 기울이고있는 성의있는 노력에 대하여 이야기하려고 합니다.

   새해 신년사에서 우리 최고수뇌부는 올해에 조국통일의 새로운 력사적 전환기를 마련하며 민족의 안전과 평화를 수호할데 대하여 열렬히 호소하 였습니다.

아시다싶이 지난 1월 우리 국방위원회는 최고수뇌부의 뜨거운 호소를 받들어 남조선당국에 보내는 중대제안과 공개서한을 련이어 발표하였습 니다.

중대제안에는 북과 남이 서로 비방중상하는 행위를 전면중지하여 관계 개선분위기를 마련하는 문제와 함께 상대방에 대한 모든 군사적적대행위를 전면 중지하는 실제적인 조치를 취할데 대한 문제가 중요하게 강조되였습 니다.

우리는 중대제안에 밝힌대로 상대방에 대한 비방중상을 전면적으로 중 지하는 실천적인 조치를 먼저 취하였고 조선서해 5개섬의 열점수역을 비 롯한 군사분계선 전지역에서 상대방에 대한 《도발》과 《위협》으로 간주될수 있는 사소한 군사적행동도 발생하지 않도록 주동적인 조치를 취하였습니 다.

   뿐만아니라 앞으로도 외세를 끌어들여 민족의 안전과 평화보장에 저 애를 주는 군사적행동을 벌리는 일이 없을것이라는것을 엄숙히 천명하였 습니다.

특히 지난 2월 5일에는 계절과 환경에 비추어볼때 비록 때이른감은 있었지만 남조선당국의 요구를 대범하게 그대로 받아들여 흩어진 가족, 친척상봉행사개최문제도 남측의 기대이상으로 원만히 합의해주었습니다.

우리가 취한 이러한 실천적조치들에는 북남관계를 개선하고 민족의 화 해와 단합을 이룩하며 민족의 안전과 평화를 수호하려는 공화국정부의 변 함없는 진정한 립장이 그대로 반영되여있습니다.

   둘째로, 조선민주주의인민공화국 국방위원회 중대제안에 대한 미 국의 자세와 미국이 취하고있는 새로운 대조선적대시정책에 대하여 언급하려고 합니다.

미국은 우리 국방위원회 중대제안발표후 우리에 대한 도발을 계단식으 로 확대하면서 조선반도정세를 고의적으로 격화시키고있습니다.

미국은 중대제안을 전면 거부하면서 저들의 대조선정책에는 변함이 없 으며 남조선과의 합동군사연습계획은 달라지지 않을것이라고 선포하였습 니다.

   특히 북과 남이 대화탁에 마주 앉아 흩어진 가족, 친척상봉과 관련한 대화를 진지하게 하고있던 바로 그 시각에는 핵무기를 장착한 《B-52》 핵 전략폭격기편대를 조선반도에 날려보내면서 우리를 핵무기로 공갈하고 대 화분위기를 파괴하는 도발행위를 감행하였습니다.

    미국은 또한 우리가 남조선당국의 요구를 대범하게 받아들임으로써 마침내 흩어진 가족, 친척들이 아름다운 금강산에 모여앉아 뜨거운 혈육의  정을 나누는 그 시각에는  《키 리졸브》 합동군사연습의 포문을 여는것으 로 대화와 화해의 움직임에 찬물을 쏟아부었습니다.

   《독수리》합동군사연습이라는 명목하에 지금 남조선에는 핵무기들을 장착한 핵추진잠수함들과 토마호크순항미싸일들로 장비된 구축함들, 최신 형 이지스체계를 갖춘 구축함들을 비롯한 미국의 대량살륙무기장비들이 조선민주주의인민공화국에 대한 타격을 목표로 단계적으로 계속 집중 배비 되고있습니다.

미국의 대조선적대시정책은 그 본질에 있어서 우리의 사상과 제도를 허 물고 군사적으로 우리 강토를 통채로 집어삼키기위한 정책이며 미국이 떠 드는 이른바 《핵문제》, 《인권문제》라는것도 다 이러한 정책에 뿌리를 두고있습니다.

   최근 미국무장관 케리는 우리를 《악의 나라》라고 악담을 줴치면서 《압박과 제재로 외교가 가능하게》 하고 우리가 굽어들게 만들어야 한다 고 하였는가 하면 전 미국대통령 부쉬는 서울에서 몇몇 《탈북자》들을 만나 《영웅》이라고 춰주며 우리 제도를 그대로 두어서는 안된다는 망발을 늘 여놓았습니다.

   지어 미국은 우리가 제땅에서, 자기 바다에서 진행하는 정상적인 로케 트 발사훈련을 놓고는 《도발》이라고 걸고드는 반면에 저들이 대양건너 멀리 남의 집문턱에서 벌리고있는 위험한 불장난질에 대해서는 《도발》 이 아니고  《년례적》이라는 미국식 강도적궤변을 늘여놓으면서 긴장격 화의 책임에서 벗어나보려 시도하고있습니다.

   셋째로, 최근 조선민주주의인민공화국이 미국의 새로운 적대시정 책과 관련하여 취하고있는 조치에 대하여 언급하려고 합니다.

   조선민주주의인민공화국 국방위원회는 우리의 성의있는 노력에도 불구 하고 미국이 조선반도정세를 계속 파국에로 몰아가고있는 엄중한 사태에 대처하여 지난 3월 14일 성명을 발표하였습니다.

   성명에서는 미국이 더 늦기전에 시대착오적인 대조선적대시정책과 그에 따른 모든 조치들을 전면철회하는 정책적결단을 내리며 우리의 핵억제력에 대한 똑바른 견해와 립장을 가지고 《선핵포기》가 대조선적대시정책의 《근간》이라고 함부로 떠벌이면서 어리석게 놀아대지 말며 새로운 대조선 적대시정책의 일환으로 벌리기 시작한 우리에 대한 터무니없는 《인권》모 략소동을 당장 중지해야 한다고 밝혔습니다.

   성명에는 우리 공화국을 정치적으로 말살하고 경제적으로 고립시키며 군사적으로 압살하기 위한 미국의 대조선적대시정책과 그에 따른 움직임들 이 더이상 방임할수없는 엄중한 사태로 번져지고있는것과 관련한 공화국의 원 칙적립장이 정확히 반영되여있습니다.

   세기를 넘어 계속되여온 우리 인민에 대한 미국의 잔인한 핵위협공갈이 우리의 핵억제력을 더욱 강화하는 결과에로 이어졌다면 미국의 《인권》 모략소동은 반석같이 다져진 수령, 당, 대중의 일심단결을 더욱더 다져지게 하는 결과만을 가져올것입니다.

   국방위원회 성명을 놓고 한가지 강조하고 싶은것은 핵문제와 관련한 내 용입니다.

   성명에서는 미국이 1950년대부터 남조선에 1천개 이상의 핵무기를 전 개해놓고 우리에 대한 핵위협공갈을 계단식으로 확대해온 이상 이미 다종 화된 우리 핵타격수단의 주되는 과녁은 미국이라는것을 숨기지 않는다고 선언하였습니다.

우리의 핵억제력은 결코 그 어떤 거래수단도, 흥정물도 아닙니다.

   미국이 우리가 변할것을 바라며 《인내전략》에 매여달리고있다면  우 리는 정상적인 현실적안목과 사고를 가진 주인이 백악관에 들어앉을때까지 높은 인내를 가지고 기다려볼것입니다.

미국은 우리에 대한 핵위협공갈이 계속되는한 자위적핵억제력을 과시 하기 위한 우리의 추가적인 조치들도 련속 있게된다는것을 명심하여야할 것입니다.
