조선민주주의인민공화국 외무성 대변인은 미군의 이남 감점 71년을 맞으며 7일 담화를 발표하였다.

   

담화는 미국이 우리에게 전쟁의 참화를 들씌우고 정전협정체결 이후 60여년 동안 이남과 그 주변에 방대한 침략무력을 끌어들여 벌인 각종 북침전쟁연습"으로 우리나라와 주변정세를 격화시켜온 것을 지적하였다.

 

그리고 “오늘날 남조선강점 미군은 조선반도와 지역의 평화와 안전을 해치고 열핵전쟁의 불구름을 몰아오는 암적존재”라고 규정하며 “미군을 하루빨리 철수시키지 않고서는 조선반도와 동북아시아의 공고한 평화와 안전보장에 대하여 기대할수 없다”고 밝혔다.
    

또한, 미국은 북의 “전략적지위와 대세의 흐름을 똑바로 보고 시대착오적인 대조선적대시정책을 철회하여야 하며 정전협정을 평화협정으로 바꾸고 남조선에서 침략군대와 전쟁장비들을 당장 철수시켜야 한다”고 강조하였다.

9월 8일은 미국이 우리 조국의 남반부를 군사적으로 강점한 때로부터 71년이 되는 날이다.

    미군의 남조선강점 70여년은 조선반도에서 전쟁과 대결,긴장격화가 지속되여온 력사이며 오늘날 남조선강점 미군은 조선반도와 지역의 평화와 안전을 해치고 열핵전쟁의 불구름을 몰아오는 암적존재로 되고있다.
    

제2차 세계대전종결후 일제의 《무장해제》를 구실로 남조선을 타고앉은 미국은 아시아와 세계제패의 침략적야망을 추구하면서 우리 강토와 민족을 분렬시키고 우리 인민에게 전쟁의 참화를 들씌웠다.
    

미국은 정전협정체결이후 오늘에 이르는 60여년기간 남조선과 그 주변에 핵무기를 비롯한 방대한 침략무력을 끌어들이고 각종 북침전쟁연습을 벌리면서 조선반도와 지역정세를 끊임없이 격화시켜왔다.
    

조선반도정세가 항시적으로 통제불능상태에 빠져들고 긴장격화의 악순환을 거듭하고있는것도 남조선에 대한 미국의 무력증강과 남조선강점 미군을 주력으로 하여 해마다 벌어지고있는 침략적인 합동군사연습때문이다.
    

남조선강점 미군은 《전략적유연성》이라는 간판밑에 지역의 다른 분쟁들에 개입할수 있는 《전략적기동군》으로 변화되여 그 침략적성격이 더욱 명백해졌으며 최근에는 주변나라들까지 작전반경안에 포함하는 《싸드》를 남조선강점 미군에 끌어들이는데로 나가고있다.
    

현실은 남조선강점 미군을 하루빨리 철수시키지 않고서는 조선반도와 동북아시아의 공고한 평화와 안전보장에 대하여 기대할수 없다는것을 명백히 보여주고있다.
   

 우리는 미국의 극단적인 대조선적대시정책과 핵전쟁위협에 맞서 나라의 자주권과 생존권,평화와 안전을 수호하기 위하여 핵무장의 길을 선택하였으며 경제건설과 핵무력건설을 병진시키는것을 전략적로선으로 틀어쥐고 자위적핵억제력을 백방으로 다져나가고있다.
    

미국은 핵강국의 전렬에 당당히 들어선 우리 공화국의 전략적지위와 대세의 흐름을 똑바로 보고 시대착오적인 대조선적대시정책을 철회하여야 하며 정전협정을 평화협정으로 바꾸고 남조선에서 침략군대와 전쟁장비들을 당장 철수시켜야 한다.

DPRK FM Spokesman Demands Pullout of U.S. Forces from S. Korea

 

 

    Pyongyang, September 7 (KCNA) -- September 8 this year marks 71 years since the U.S. military occupation of south Korea.
   

 A spokesman for the Foreign Ministry of the DPRK in a statement Wednesday said that the 70-odd history of the U.S. forces' presence in south Korea has been the one in which war, confrontation and escalation of tension have persisted on the Korean peninsula, adding that the U.S. forces in south Korea are a cancer-like entity harassing peace and security on the Korean peninsula and in the region and bringing the dark clouds of a thermonuclear war. The statement went on:
   

 After the end of the Second World War the U.S. occupied south Korea under the pretext of "disarming" the Imperial Japanese Army. Since then it, pursuant to its aggressive scenario for domination of Asia and world, divided the territory of Korea and the Korean nation and has inflicted the war disaster on the Korean people.
   

 For the past six-odd decades since the signing of the Armistice Agreement, the U.S. introduced into south Korea and its vicinity huge aggression forces including nuclear weapons and staged the DPRK-targeted war exercises under various codenames, steadily escalating the tension on the Korean peninsula and in the region.
    

The situation on the peninsula has constantly been put beyond control amid the evil cycle of escalation of tension. This is attributable to the arms buildup of the U.S. and the joint military exercises for aggression staged every year with the U.S. forces in south Korea as main force.
   

 The U.S. forces in south Korea have turned into "strategic task force" capable of intervening in any dispute in the region under the signboard of "strategic flexibility" and this has made its aggressive nature clearer. Recently, THAAD which includes even countries around Korea within the radius of operation was decided to be deployed in the U.S. forces in south Korea.
   

 The situation clearly proves that unless the U.S. forces are withdrawn from south Korea as early as possible, it would be impossible to expect lasting peace and security on the peninsula and in Northeast Asia.
   

We opted for nuclear weaponization to safeguard the sovereignty, right to existence and peace and security of the country to stand up against the U.S. extreme hostile policy toward the DPRK and its threat of a nuclear war, and are bolstering up the nuclear deterrence for self-defence in every way, regarding it as its strategic line to simultaneously push forward economic construction and the building of nuclear force.
   

The U.S. has to clearly face up to the strategic position of the DPRK which ranked itself among the nuclear powers and the trend of the times and roll back its anachronistic hostile policy toward the DPRK, replace the Armistice Agreement with a peace treaty and withdraw its aggression troops and war means from south Korea at once. -0-
