청년평화사절단 엘에이에서 반북전단저지 집회 이어가다.

대북전단저지를 위한 대한청년평화사절단이 뉴욕, 워싱턴 디시 투쟁 후 엘에이를 방문하였다. 그리고 이들은 24일 오후 1시 엘에이 한국총영사관 앞에서 미국의 반북전단살포 지원 중단을 촉구하는 집회와 기자회견을 진행하였다.

 

정종성 한국청년연대 공동대표를 단장으로 한 6명의 대표단은 UN 본부와 백악관 등에서 연일 벌여온 강행군 집회에도 지친 기색없이, 열의에 넘친 기백으로 한반도의 평화를 위협하는 대북전단 저지 촉구와 한미군사합동훈련반대, 사드 배치 반대의 구호를 크게 외치며 집회를 이어갔다.

 

이날 집회에도 어김없이 재향군인회등 보수세력들이 대거 몰려들어 행사를 방해하기도 하였지만, 사절단은 방미 취지를 설명하였고 대북전단지가 뿌려지는 접경지대인 김포에 살고 있는 한 대표가 실제 지역주민들이 얼마나 불안을 느끼고 있는지 상황들을 설명하였다.

 

이어 대북전단, 한미군사훈련, 사드배치를 격파하고 대북전단을 주도하고 있는 미국인권재단과 탈북자 박상학의 뉘우침을 소재로 한 공연을 선보이며 집회를 성공적으로 마감하였다,

숭미, 찬미의 대한민국은 가라! 할 말은 하는 한반도 평화 수비대 대한청년평화사절단이 미국에 갑니다!

1. 미국인권재단(HRF)은 북한체제 비판 영화 인터뷰를 한글 자막으로 번역한 영화 10만 편을 북한에 보내기 위해 비용 전액을 부담하기로 했습니다. 미국인권재단(HRF)은 대북전단살포로 한국민의 생명과 안전을 심각하게 위협하고 있으며 한반도 분쟁을 조성하고 있습니다. 만약 대북전단살포 용 ‘풍선’이나 ‘드론’이북한 상공으로 날아간다면 남북 간에 교전도 발생할 수 있는 상황입니다.

 

2. 대북전단살포는미국의북한인권법제정이후미국국무부와미국민주주의진흥재단(NED) 지원으로이루어지고있습니다. 이에 대한청년평화사절단은 미국인권재단(HRF), 민주주의진흥재단(NED), 미국 국무부, 백악관의 대북전단살포 지원에 강력히 항의 합니다. 대북전단 살포는 전쟁 위험을 고조시켜서 대한민국 국민의 평화적 생존권, 나아가 생명권까지 위협하는 행위이므로 대한민국의 이익이나 공공의 안전을 해치는행위입니다.

 

3. 미국은사드배치로한국이한미일삼각미사일방어망과대중포위망에참여할것을강요하고있습니다. 이렇게되면동북아에서무한군비경쟁이벌어지게될것이며한반도는항구적인핵대결상태에서벗어나지못하게될것입니다. 만약 우리나라 제 1의 교역국인 중국이 경제제제라도 한다면 경제적인 파장은 어마어마합니다. 이러한 사드배치는 중단의 목소리도 알려낼 것입니다.

 

4. 키리졸브독수리한미일군사합동훈련이지금도계속되고있습니다. 키리졸브/독수리 연습에 대해 한미연합사는 ‘연례적이고 방어적인 훈련’이라고 주장해 왔습니다만, 세계 최대규모로 최장기간 진행되며 ‘선제공격’ 등을 연습하는 훈련이 방어적이라는 것은 어불성설입니다. 매년 전쟁연습을 전후로 한반도 일대의긴장이 고조되고 있고, 올해에도 이미 북측은 강한 대응을 예고하고 있는 상황입니다.

 

5. 우리는한반도에평화를가져오기위해서는오바마미국대통령에게북한과관계개선에나설것을요청할것입니다. 앞으로한반도평화수비대대한청년평화사절단의 활동에 많은 관심을 바랍니다.

To the Human Rights Foundation (HRF) based in the USA:

 

 

Don’t Interfere in intra-Korean affairs! You are not welcome in South Korea! Don’t put your feet on Korean soil!

 

Koreans are greatly frightened by the provocative action of sending leaflets by balloon into North Korea. The residents in the area of the balloon launchings are shuddering in fear at the possible outbreak of armed conflict because of these provocative acts.

 

There was a shooting incident on October 10, 2014. The North Korean military fired anti-aircraft and machine guns at the balloons over the Demilitarized Zone (DMZ) and the South Korean military returned fire. There was the terrible possibility that the entrenched arms of both sides would be triggered into an exchange of fire leading to a full-scale war. What is the real reason that HRF has come to Korea and gotten involved in such provocative activities endangering the lives of Koreans?

 

On the night of January 19, 2015, in Paju County just south of the DMZ, over 20 members of the HRF joined with a few members of the so-called Fighters for a Free North Korea (FFNK) to release balloons containing 200,000 leaflets defaming the North Korean government.

 

Recognizing the danger of such activity, the South Korean National Assembly's Foreign Affairs and Inter-Korean Policies Committee passed a resolution on January 6, 2015, that calls for a ban on the leaflet propaganda campaigns.

 

Subsequently, on January 15, 2015, the Ministry of Unification of South Korea requested such groups to restrain their activity. However, the personnel of the US-based HRF ignored the requests of the South Korean government and released the balloons containing leaflets into the North in contravention of the will of the Korean people.

 

Drones are going to be employed next! It has been announced that Pak Sang-hak, a North Korean defector to the South, and the HRF are going to engage in the provocation of scattering leaflets by using a drone or drones on March 25. If such fly into the airspace of North Korea it could trigger a head-on military collision between North and South.

 

The majority of South Korean people oppose the scattering of these provocative leaflets. According to the public opinion survey done by Mono Research October 14-15, 2014, 52.9% responded stating that the leafleting is harmful. Another opinion poll sponsored by MBN TV indicated that 62.9% of the respondents thought “the leaflet-sending must be stopped”.

 

The Federation of Inter-Korean Economic Cooperation has declared, “Scattering the leaflets is not intended for peaceful reunification. It is a wrong and misguided action which has caused insecure and fearful anxiety in the hearts of 50 million citizens.”

 

The US-based HRF members may come and go after instigating these provocations that make our country less secure but we Koreans must live here now and into the future!

 

Don’t come to Korea, you members of the HRF, who menace the lives of Koreans by such provocative actions! We have never authorized you to threaten us by infringing our right to live in peace in our own land.

 

We strongly denounce the US government, which has supported this provocative action of sending leaflets into North Korean territory from the South. The North Korean Human Rights Act of 2004 passed by the US Congress and signed into law by the President of the United States and subsequently reauthorized, including in 2012, has empowered the US State Department to support such acts of provocation. The recent US-based HRF involvement in night-time release of leaflet-balloons strongly suggests that the US government is deeply related to such provocations.

 

Further evidence is provided in the words of James P. Zumwalt, the State Department's deputy assistant secretary for Korea and Japan affairs, who, at a hearing before the House Committee on Foreign Affairs in June 2012, said: "The US State Department provides over $3 million in grant money to nongovernmental organizations focused on increasing access to information and improving human rights for the people of North Korea."

 

According to a July 15, 2009, report by Radio Free Asia (RFA) on the National Endowment for Democracy (NED; a private, nonprofit foundation established by the US Congress in 1983), it granted a total of $1,390,788.00 from October of 2008 to July of 2009 to eleven Korean organizations involved in

 

North Korea work. NED also granted a total of $1,210,000.00 in fiscal year 2007 and $139,000.00 in fiscal year 2008. HRF has underwritten the entire expense of duplicating 100,000 copies of the movie “The Interview” with Korean subtitles.

 

We demand that the Obama administration stop funding the HRF, which has sponsored and encouraged the provocative act of scattering leaflets into North Korea. This act blocks the intra-Korean engagement for détente, cooperation and eventual reunification.

 

South Korean President Park Geun-hye at her New Year’s Press Conference stated: “As the sufferings continue under the division of our nation, my position is to meet anyone, if needed, in order to dissolve the sufferings and to open the way for peaceful reunification.” And she added, “If it would be helpful, we could have a summit meeting as well.”

 

In his New Year’s address, North Korean leader Kim Jong-Un said, “[T]here is no reason why we should not hold a summit meeting if the atmosphere and environment for it are created.”

 

At the dawn of the year 2015, the heads of both North and South have expressed their will toward engagement and dialogue. Yet, the necessary conditions for that have not yet been attained. One of the major stumbling blocks hindering the improvement of intra-Korean relations is the confrontational posture shown in the anti-North Korea leaflets. The US government’s support for organizations which carry out the act of provocation is an act that blocks intra-Korean rapprochement.

 

We want peace on the Korean peninsula. President Obama, please do not support the act of sending anti-North Korea leaflets! Please do not obstruct the progress toward amiable intra-Korean relations.
